An ESCO is a commercial or non-profit business providing a broad range of energy solutions including design and implementation of energy saving projects. According to various complaints, these ESCOs promised customers competitive market-based rates and savings on their electric energy bills if they switch to their company. Despite these promises, the ESCO may end up charging the customer more than what he or she would had paid with the local electric company.
Many states have deregulated their energy markets allowing or ESCOs to operate there and offer energy services to citizens there. Those states include:

What is particularly at issue in these cases are the contracts provided to consumers that offer variable rates that can fluctuate and increase rapidly. In turn, the consumers are left with energy services that cost more than traditional energy services despite the promises of savings made by the ESCOs.
